Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent status as a Consultant Nurse HNSA, G24 OR current NYS employee with one (1) year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse HNSA under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one (1) year of permanent or contingent-permanent service at G22 or higher and meeting the open competitive minimum qualifications listed below).
Provisional Open Competitive Minimum Qualifications: licensed and currently registered as a professional nurse in NYS; AND six (6) years of public health, community health, or other nursing experience in an appropriate facility setting. Three (3) years of this experience must have been providing direct patient care and three (3) years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.
Preferred Qualifications:
Professional experience in a Nursing Home setting with experience in supervision or administration of a federal or state health related certified program. Strong interpersonal skills, critical thinking and problem-solving skills, excellent decision-making capability and strong writing and editing skills. Experience with interpreting regulations, conducting complaint investigations, conducting surveys and monitoring health care programs’ compliance with rules and regulations.
Duties Description The Department of Health must respond to urgent and emergency situations arising in the areas of facility surveillance and public health throughout NYS. The Consultant Nurse HNSA is responsible for the coordination of all surveillance activities of 70 licensed facilities located throughout 8 counties. Responsibilities include but are not limited to Supervising surveillance staff, conducting staff training, completing performance evaluations, scheduling inspections/ revisits and ensuring surveillance activities are completed accurately and timely. These inspections are performed to determine operational compliance with applicable laws and regulations.
Additional Comments Contingent-permanent or provisional, full-time. Provisional appointees must take and pass the next Civil Service examination for this title and be immediately appointable from the resultant eligible list to maintain employment in position. This position involves travel throughout 17 counties which may include locations not served by public transportation.
