Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent service as a Contract Management Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 2, Grade 23, position in the Office of Financial Management, Community Budget and Financial Management Group. The incumbent will be responsible for contract management functions, including procurements, contract processing, contract and County approval letter payments, and annual contract and county closeout reconciliations, in support of OMH’s $1.4 billion Aid to Localities funding for support community based mental health programs statewide.

Specific duties to be performed may include, but are not limited to, the following:

• Work with staff, field offices and providers to ensure contractual obligations are met within specified timeframes.
• Ensure all payments to counties based on the approved spending plan are processed in a timely manner.
• Review contracts to ensure appropriate guidelines, rules and regulations are met and adhered to, and all required approvals are obtained in accordance with State and agency polices.
• Administer the contract procurement process, including drafting RFP’s, facilitating the bidding process, and preparing procurement records for the Office of State Comptroller’s review and approval.
• Perform contract and county approval letter annual close-out reconciliations using ALFS; identify overpayments to be recovered in subsequent periods.
• Supervise staff to ensure work of the Unit is completed timely and accurately.
