Minimum Qualifications MINIMUM QUALIFICATIONS:

Non-Competitive Appointment: For non-competitive appointment, candidates must have:
Either 1. One year of permanent non-competitive service as a Principal Professional Conduct Investigator or Investigative Specialist 4 (Professional Conduct) OR three years of permanent non-competitive service as a Supervising Professional Conduct Investigator or Investigative Specialist 2 (Professional Conduct).
Or 2. Eleven years of experience conducting administrative and/or criminal investigations, writing reports on cases and presenting during administrative hearings and criminal proceedings. Two years of this experience must have involved responsibility for managing an investigations office or unit.
Substitution: An associate’s degree in criminal justice or a related field may substitute for two years of non-managerial experience; or a bachelor’s degree or higher in criminal justice or a related field may substitute for four years of non-managerial experience. Related fields include: law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security.
Preferred Qualifications: Candidates must possess superior writing skills; computer proficiencies in case management programs, Microsoft Word and Excel; have a working knowledge of electronic surveillance equipment and chain of custody for handling evidence; and be knowledgeable in Education Law and the procedures for handling discipline and criminal matters.

Duties Description The New York State Education Department’s Office of the Professions is seeking candidates for the position of Director, Division of Investigations in the Office of Professional Discipline in Albany or New York City. Under the general direction of, and in close association with, the Executive Director of the Office of Professional Discipline, the incumbent of this position will manage, supervise and coordinate the investigative program for the Division of Investigations for the entire state. The duties of this position include, but are not limited to, the following:

• Manage the operations of the ten regional offices, two specialty units and the inspectional responsibilities in the profession of pharmacy;
• Provide oversight to the licensed professions;
• Meet and consult with the Deputy Directors, pharmacy coordinators and regional supervisors on a frequent basis to determine investigation priorities;
• Allocate staff and investigative techniques to be used in case development;
• Direct training programs;
• Participate in the recruitment and selection of new staff and personally conduct unusually large or complex investigations;
• Oversee the quality control of all investigations, the timeliness of completed assignments and the cost containment of all Division activities in accordance with budget allocations; and
• Professionally interact with other governmental agencies on the federal, State and local levels; with professional associations; and with the Department’s professional State boards.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. *Salary leads to $138,763 through annual performance advances.
** In addition to the listed base salary, this location receives a $3,026 annual Downstate adjustment.
