Minimum Qualifications Interested candidates must currently be on the Information Technology Specialist 2 eligible list OR be eligible to transfer under Section 52.6 of the Civil Service Law.

52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 16 or higher.

Duties Description Data Analysis
• Using languages such as R and Python to apply statistical methodology to complex data in order to; analyze trends, build models, enable predictive analytics, utilize machine learning.
• Leverage database tools such as SQL to prepare data for analysis.
• Use visualization tools such as Tableau to convert raw data into meaningful insights for business users.
• Partner with other OSC areas to facilitate the transfer of data using technologies such as SFTP.
• Prepare outputs in a format that is useful to non-technical staff.
• Convey complex information to people who may not be specialists.

Business Requirements Analysis and Documentation
• Prepare technical documentation to support the long term sustainability of data analytics solutions.
• Elicit requirements from bureaus in potential areas for analysis: payment data, audit planning, fraud detection, legislative reporting mandates, etc. through interviews, group meetings, reviews of existing documentation of reports and processes.
• Facilitate technical solutions to address business requirements.
• Act as a representative of the Data Analytics Team and provide guidance, knowledge sharing, and training to the data analytics team and other teams within the agency on topics such as analytic tools and data preparation technologies.
• Consult other business areas in the areas use of mathematical and statistical tools.
• Facilitate training classes to OSC staff on how to use technology to solve data analytic challenges.
• Work with other technical staff both internally and externally to facilitate the transfer of or access to datasets external to OSC.

Data Analytic User Support
• Research technology trends and make recommendations to management that will guide the direction of new technology in the organization and keep us in alignment with current industry best practices.
• Assist with infrastructure support for technologies related to data analytics. This includes facilitating regular product updates and preparing maintenance documentation.
• Apply best practices gathered from both internal and external sources in terms of security and access controls.
• Provide product administration and user provisioning support as needed for the applications that support data analytics.
• Support, from a technology standpoint the emerging analytic needs such as machine learning and artificial intelligence.

• Demonstrated evidence of basic and intermediate statistical knowledge of descriptive statistics, statistical modeling, Benford’s Law, control charts, regression and correlation.
• Demonstrated experience mentoring and training peers and the ability to execute defined projects/tasks within assigned timeframes.
