Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Program Administrator 1, G-23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: At least two years managing contracts with not for profits. Expertise in LGBTQ services and HIV/STD/HCV prevention programming; Experience working with the LGBTQ community and communities disproportionately impacted by HIV/HCV (criminal justice involved, drug users, communities of color); understanding of program data review and using data for quality improvement; Proficiency with Microsoft Office; Excellent writing, communication and organizational skills




Duties Description As Health Program Administrator I in the Division of HIV/STD/Hep C Prevention, the incumbent will participate and assist in the management of division initiatives and projects. Duties include: managing LGBTQ health and human services and HIV/STD/HCV prevention contracts; providing oversight, program guidance and technical assistance to funded contractors; assessing provider performance to ensure fiscal and program compliance; conducting site visits in community settings; performing various monitoring and evaluation activities (review of monthly progress and data reports); reviewing and approving work plans, budget modifications/enhancements, and contract expenditures; preparing narrative and statistical reports; participating in interdisciplinary team and work groups; and organizing/participating in topic focused provider webinars/meetings. The incumbent will also perform assigned priority assignments and assist with special projects, which may be time sensitive and may require for him/her to work independently or in close collaboration with other staff from the AI, DOH, other state agencies and/or local health units.


Additional Comments Permanent, full-time, competitive appointment. Occasional travel to locations that may not be served by public transportation is required. Plus additional $3,026 location pay
