Duties Description The NYS Canal Corporation’s (Canals) Office of Administrative Services is seeking a candidate for a Contract Management Specialist 2 position. The New York State Canal System, includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain. Working with local, state and federal partners, Canals seeks to increase public access and use of the Canal System, add new and improved trail linkages and enhance tourism and economic revitalization opportunities along the 524 miles comprising the Canal system.
As a subsidiary of the New York Power Authority (NYPA), Canals procurement and contracting is done in partnership with the NYPA office of Strategic Supply Management (SSM) including construction and design services. Under the general direction of the Canal Director of Business Services, the incumbent will perform a variety of assignments including, but not limited to:
• Perform the full range of supervisory duties such as performance evaluations, time and attendance and staff training;
• Perform all duties of Contract Management Specialist 1;
• Monitor and audit contract payments to ensure they are in accordance with contract terms;
• Conduct or direct research about the prevailing industry trends and prices;
• Train support staff of all experience levels on new or revised procurement techniques, laws, rules, regulations or policies;
• Create and approve purchase requisitions and purchase card transactions per purchasing regulations and guidelines which include soliciting quotes, ordering product, procuring product, and keeping accurate purchase records;
• Submit procurement documents to NYPA SSM;
• Provide guidance, technical assistance and training to agency staff and potential bidders to facilitate contracts and procurement processes;
• Participate in bidder debriefing sessions;
• Develop and maintain an effective working relationship with programs, vendors and administration. Review and evaluate proposed procurements for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and goals, availability of funds, and appropriateness of rates;
• Negotiate, develop and conduct cost evaluation on procurements;
• Provide technical assistance in establishing and evaluating more complex procurements;
• Independently review and recommend approval/disapproval of more difficult RFPs, IFBs, RFQs, RFIs, RFAs, Sole/Single Source Procurements, and other related financial documents;
• Monitor contracts for compliance for MWBE, SDV and other programmatic goals; and
• Perform a variety of other procurement-related duties as required.
