List Appointment: Candidates must be reachable on the Civil Service eligible list for 38-414.
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at http://careermobilityoffice.cs.ny.gov/cmo/.
Please Note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.
Duties Description The Department of Financial Services (DFS) is seeking candidates for the position of Financial Services Examiner 2 in the Consumer Protection and Financial Enforcement Division’s Consumer Examination Unit (“CEU”). CEU’s supervision of student loan servicers will be a primary focus of the position. The position may also involve participating in Community Reinvestment Act, consumer compliance, and fair lending examinations of other financial services companies. Duties will include, but will not be limited to, the following:
• Assists in the development of procedures resulting from legislative or administrative actions that require new or modified regulations for program implementation and monitoring;
• Participates in the technical review, analysis, and examination of student loan servicers and other financial entities for compliance with consumer protection laws and regulations;
• Reviews company’s conduct including treatment of borrowers;
• Assists in the compilation and preparation of examination reports;
• Makes recommendations regarding licensure and examination of financial entities, corrective action, and enforcement actions;
• Assists in review of submissions, transactions, and filings including license and change in control applications;
• Participates in examination visits to financial entities;
• Participates in conferences with company officers;
• May supervise subordinate examiners or unit staff; and
• Other duties as assigned.
Additional Comments Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
Appointment to this position is pending Division of Budget approval to fill.
