Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 2.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55 b/c service as an Education Credentials Specialist 1 AND 18 semester credit hours in Education.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Duties Description The New York State Education Department’s Office of the Professions (OP) is seeking candidates to fill an Education Program Assistant 2 position in the Office of Legal Services. The incumbent of this position will assist the Executive Secretary in preparing program materials, planning projects, and conducting special research initiatives and reports in relation to the activities of the professional boards. Duties of this position include, but are not limited to, the following;
• Manage all daily office functions, provide professional level support to Acting Professional Assistance Program (PAP) Director, case managers, and PAP Board Members. Including, but not limited to managing/monitoring the budget, personnel and business services for both offices. Prepare travel vouchers for director, and PAP Board Members. Supervise two employees and assists in training in the Albany offices;
• Coordinate and prepare all confidential materials for PAP committee hearings for licensees (550) with substance abuse problems statewide who are being monitored by the PAP and assists during hearings to streamline all the functions associated with smooth operations of those hearings;
• Support case managers who monitor professionals with substance abuse and mental health diagnoses who are admitted to the PAP by performing initial intakes, monitoring and collecting of reports and drug screen results;
• Perform initial intakes via telephone interviews with potential PAP participants, evaluating and ensuring they meet the requirements of the program and have submitted all required documentation;
• Establish and maintain a tickler system for tracking deadlines; follow-up to see that appropriate information is being prepared and will be completed on time;
• Serves as a liaison with internal and external partners and stakeholders such as the Office of Professional Discipline (OPD), Statewide Peer Assistance for Nurses (SPAN), Bureau of Narcotic Enforcement (BNE) and outside treatment providers/facilities;
• Take the lead in setting up interviews with prospective employees, new board members and participates in hiring decisions.
• Edit manuals, brochures, forms and website documents;
• Communicate orally and in writing with outreach groups, colleagues, and individuals to gain or verify information;
• Provide technical assistance utilizing video conference equipment to facilitate statewide communication, prepare PowerPoint presentations, utilizes Excel to analyze data and generate statistical reports for director as well as community presentations;
• Maintain a master network calendar of hearing dates, times, locations and case activity through closure of each case, ensuring deadlines are met; and
• Coordinate logistics and prepares materials for conferences, all preliminary, impartial and Regents Review Committee (RRC) hearings statewide. Facilitates Albany and Rochester RRC hearings. Organizes hearing records for completed restoration, moral character and discipline proceedings for transmittal to NYC.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be permanent competitive appointment. Hours of this position are 9:00am-5:00pm. This position requires a high level of customer service. The office and phones operate from 9:00am – 5:00pm and this position requires the oversight of staff during the business hours of the office. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Occasional in-state travel will be required.
*Leads to a maximum salary of $71,980 based on annual performance advances.
