Minimum Qualifications Non-Competitive: Eight years of experience in the field of domestic violence training and/or education, including one at a supervisory level. A Bachelor’s degree may substitute for four years of specialized experience; a Master’s degree may substitute for five years of specialized experience; a PhD may substitute for six years of specialized experience.
Promotion: One year of permanent service as a Domestic Violence Program Administrator 1.
Preferred Qualifications:
Candidates should have at least two years of New York State government management or administrative experience; strong interpersonal and writing skills, in addition to management and fiscal skills; and experience with domestic violence issues.
Duties Description This position will serve as the Director of External Affairs for OPDV assisting the Executive Director in all aspects of managing external affairs and outreach to statewide audiences. In addition to these duties, the Director of External Affairs will be responsible for directing the internal and external messaging for the agency.
Duties will include but are not limited to:
• Coordination of the development and dissemination of information on OPDV programs and policies;
• Oversight of all aspects of the development and implementation of internal and external agency messaging;
• Development of new approaches and tools, using new technologies, to enhance communications around the agency mission and vision with public and private entities;
• Coordination and oversight of legislative affairs, in consultation with the General Counsel, and continuous engagement with public policy stakeholders related to issues central to the agency’s mission;
• Oversight of the development and design of the agency’s official publications and public facing communications tools in coordination with the Executive Director and Director of Public Information. Such efforts include social media, the agency website, brochures, reports, handouts, presentations, posters and any other material, which provide an overview of OPDV programs and services;
• Development and implementation of agency strategic plans for ongoing engagement of new audiences that may be unfamiliar with the issue of domestic violence in an effort to bring greater awareness of issues relevant to the agency’s core mission to audiences throughout the state;
• Monitoring of public awareness and prevention programs to ensure parity and unity in agency messaging across all agency bureaus;
• Reviewing, proofreading and editing all agency informational materials including but not limited to press releases, reports, newsletters, research, articles, training materials, handouts, and public awareness materials; and
• Supervision of staff.
Additional Comments Appointment is subject to Division of Budget waiver approval.
