Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualificaions: The preferred candidate will have experience with the following: supervision, management of state and federal funding streams, state contract and monitoring process, management of federal grants, Grants Gateway (GG), the Statewide Financial System (SFS), provision of technical assistance to not-for-profit contractors. The ideal candidates would have strong organizational skills, excellent communication and writing skill, ability to adapt to changing priorities and tight timeframes, experience in writing and implementing policies and procedures to align with program goals and federal compliance requirements, and proficiency with Microsoft Office Suite.

Duties Description The Health Program Administrator 1 (G23) is essential to the monitoring of state and federal expenditures and providing fiscal oversight for all contracts and payments administered by the Bureau of Administration, within the Division of Family Health. Primary responsibilities include: fiscal oversight of all federal grants which involves budget development for annual grant applications, monitoring of related spending, maintaining spending plans, and preparing communications and financial reports in accordance with grant award reporting requirements. Other responsibilities include: review and processing of contract documents, review and processing of claims, and the provision of technical assistance to contractors on fiscal matters. Supervision of staff may be required.

Additional Comments Permanent, full-time appointment. Occasional travel, including to areas that may not be served by public transportation, may be required.
