Minimum Qualifications TRANSFER: Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Health Systems Specialist 3 (G23) OR current New York State employee with one year or more of permanent or contingent-permanent competitive service in a qualifying title at or above G21 and eligible to transfer under Section 70.1 of Civil Service Law.

Preferred Qualifications: Professional experience in a community/home health setting with experience in administration of a federal or state health related certified program. Must have strong skills interpreting federal and state policies, rules and regulations, and excellent writing and editing skills. Must be proficient with technology, including a strong knowledge of Microsoft Office products. Nursing experience or experience in home care is preferred.

Duties Description The Health Systems Specialist 3 (HSS3) in the Central Office will participate in a range of activities which will include surveillance activities such as the review of surveillance processes performed by regional office staff including review of immediate jeopardy and condition level statements of deficiencies. The incumbent will review and interpret policies, rules and regulations, as well as develop internal policies and procedures for the program. The incumbent will respond to inquiries from regional office staff, home care associations, home care providers, and the public regarding home care policies and regulations, as well as drafting program correspondence. The incumbent will perform Quality Assurance reviews of complaint investigations performed by the regional office staff. The incumbent will review and process agency closure plans and enforcement referrals. The incumbent will interact with the Office of Health Insurance Programs, the Division of Legal Affairs and various Home Care and Hospice Associations for Home Care and Hospice Program activities. The incumbent will supervise staff as determined by the program.
