Minimum Qualifications MINIMUM QUALIFICATIONS:

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Pharmacy Supervisor (Practice & Registration). If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Pharmacy Supervisor (Practice & Registration): Candidates must have one year of permanent competitive or 55b/c service as a Pharmacy Consultant or Pharmacist. Candidates must also possess a license and current registration to practice pharmacy in New York State AND have four years of professional post-licensure experience in pharmacy-related practices,** one year of which must have been in a supervisory capacity in a pharmacy related setting OR three years of professional post-licensure experience in pharmacy related practices,** one year of which must have been in a supervisory capacity in a pharmacy related setting AND a master’s or higher degree in pharmacy, health administration, health care administration, health services administration, health policy and management, public health, community health, health education, public administration, or business administration in health care.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must possess a license and current registration to practice pharmacy in New York State AND have four years of professional post-licensure experience in pharmacy-related practices,** one year of which must have been in a supervisory capacity in a pharmacy related setting OR three years of professional post-licensure experience in pharmacy related practices,** one year of which must have been in a supervisory capacity in a pharmacy related setting AND a master’s or higher degree in pharmacy, health administration, health care administration, health services administration, health policy and management, public health, community health, health education, public administration, or business administration in health care. Provisional candidates must take the examination for Pharmacy Supervisor (Practice & Registration) when it is next offered and must be reachable on the resulting eligible list to maintain employment.

** Qualifying experience includes practice in a hospital pharmacy, community pharmacy, institution, or other health care setting and/or practice as a pharmacy consultant for a state agency. Non-qualifying experience includes pre-licensure employment or employment that did not require licensure and registration as a pharmacist.

Duties Description The New York State Education Department’s Office of the Professions is seeking candidates for a Pharmacy Supervisor (Practice & Registration) position within the State Boards for Pharmacy and Midwifery. Under the general direction of the Executive Secretary of the State Boards for Pharmacy and Midwifery, the incumbent of this positon will be responsible for the registration of businesses involved in the sale of pharmaceuticals in New York State. Duties of this position include, but are not limited to, the following:

• Review applications for the registration of pharmacies and pharmaceutical manufacturers, wholesalers, re-packers, and registered outsourcing facilities;
• Coordinate on-site inspections through the Office of Professional Discipline (OPD) in cases of initial registration, endorsements, transfers of ownership and approval of the issuance of registration certificates;
• Review and approve pharmacy internships required for admission to the practical portions of the pharmacy licensing examinations, including ordering of necessary investigations and verifications of experience through OPD;
• Coordinate activities for the New York State practical licensing exams at four centers located across New York State;
• Assist the Executive Secretary on all matters handled by the New York State Board for Pharmacy as well as represent and act on behalf of the New York State Board for Pharmacy at seminars of pharmacy, society meetings, conferences and in their absence, as needed;
• Respond to inquiries and complaints concerning registrations, the practice of pharmacy and all aspects of pharmaceuticals and related pharmaceutical laws;
• Refer complaints to OPD for investigation, as appropriate;
• Provide training to OPD investigative personnel on topics such pharmaceutical laws, pharmacy practices and registrations; and
• Review and approve applications for “free sale” certificates.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

Verification of license and current registration to practice pharmacy in New York State required for all candidates at the time of interview. Continued employment as a Pharmacy Supervisor (Practice & Registration) is dependent upon maintenance of a permanent license and registration to practice pharmacy in New York State. Failure to maintain this license and registration will result in removal from employment. Travel within New York State to conduct Board business is required and is estimated at 10%.

* This salary includes a $11,000 annual Geographic Pay Differential. Leads to a maximum salary of $122,316 based on annual performance advances.
