Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or OPWDD’s Central Office Public Administration Traineeship Transition (PATT). Appointment will be made at the traineeship level.
OR
Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

The ability to recruit and retain direct support staff, as well as clinicians, is critical to the operation of OPWDD. Competition from other employers and the low unemployment rate have made the recruitment of new staff more challenging. Turnover among direct support staff remains high and the need for new employees continues to grow. This position will help with the creation of effective recruitment plans and strategies to strengthen the direct support and clinical workforce to ensure critical services continue to be delivered to the people we support. Traditional recruitment methods are no longer meeting the workforce demands. New methods need to be developed with cross-divisional collaboration, clear targets and measured outcomes. Unfilled direct support and clinical positions present a health and safety risk to the people we support, as well as the staff that are required to cover these vacancies. For each new employee hired as a result of the strategies developed and implemented by the person appointed to this position, up to 40 hours of overtime
payments could be avoided.

As a Human Resources Specialist Trainee, you would participate in a 2-year traineeship. At the successful conclusion of your traineeship, you would advance without further examination to Human Resources Specialist 1, Grade 18.
