Minimum Qualifications Permanent Qualifications:

• Must currently be a permanent Health Information Management Administrator 1, grade 17;
OR
• Must be active and reachable on the Civil Service Eligible List for Health Information Management Administrator 1;

Transfer Qualifications:

• Eligible for 70.1 Transfer under Section 70.1 of the Civil Service Law.

Provisional Appointment:

In the event that there is not a valid eligible list at this location, candidates who meet the minimum qualifications and the additional qualifications for appointment to Health Information Management Administrator 1 may apply and, if hired, will be provisionally appointed.

• Candidates must be currently certified by the American Health Information Management Association (AHIMA) as a Registered Health Information Administrator (RHIA).
OR
• Current certification by AHIMA as a Registered Health Information Technician and two years of post-RHIT health information management experience.

Duties Description As a Health Information Management Administrator 1, you would manage the day-to-day operations of a medical records program; plan, implement, and maintain systems for acquiring and preserving individuals’ medical records; supervise and train subordinate staff in facility medical records and health information management departments; and participate in the development of computer applications for medical records information. The level of Health Information Management Administrator is based on the number of individuals served, and/or the number of medical records activities performed annually at a facility.

Duties may include, but are not limited to:

• Supervise a team of staff engaged in health records collection, retention, reference and access duties.

• Maintain the integrity and confidentiality of all clinical and medical records.

• Provide feedback to the Quality Improvement E.H.R. staff person and handle appropriate deletions to the E.H.R.

• Maintain the TABS database including billing information, service providers, movement and discharges.

• Review requests for information to ensure compliance with HIPPA.
• Prepare and release requests for information consistent with HIPAA and other applicable laws. This includes responses for subpoenas, F.O.I.Ls, death records, and other record requests.

• Work with secretary to complete and track all litigation holds.

• Maintains accurate and up to date agency census.

• Draft policies related to Health Information Management including the organization of records, release of information and

• Train and teach direct care staff, clinical staff and administrative staff on how to organize books and records within the homes and programs.

• Liaisons with MHLS regarding notices of status and rights.

• File medical records and maintain documentation of records.

• Maintain record of discharges from services.

• Maintains and updates Developmental Disability Profile for agency.

• Liaisons with multiple teams to obtain medical records in an organized manner while maintaining the confidentiality of the individual.

Additional Comments • The assignment of PS&T employees will be made in accordance with the Memorandum of Understanding between PEF and Hudson Valley DDSOO regarding the posting of job vacancies.
