Minimum Qualifications Appointment method:

Transfer (70.1): Candidates must have one year of permanent competitive service in a title eligible for transfer via § 70.1 of the Civil Service Law. Duties Description The Department of Financial Services (DFS) is seeking candidates for the position of Financial Services Examiner 1 (or Trainee) in the Health Bureau. Duties will include, but will not be limited to, the following:

• Participates in the examination of insurers using the risk focused approach in accordance with the NAIC Financial Condition Examiners handbook;
• Participates in the interviews and conferences with company officers and personnel as needed;
• Reviews the company’s records and CPA work papers and reports the findings to supervisors;
• Reviews claim records for compliance with the New York State insurance laws, rules, and regulations;
• Reviews policy forms, explanation of benefit statements, and utilization review statements for compliance with the New York State insurance laws, rules, and regulations;
• Determines risks associated with the insurer and any mitigation strategies taken by the insurer;
• Updates Teammate files as needed;
• Assists supervisors with examination functions, including drafting reports on examination;
• Participates in various meetings with the regulatory units and closing conferences with the companies; and
• Assists in training subordinates when needed.

Please note that this vacancy is for a field assignment. The incumbent to this position will report to the exam location and the assignment requires 50% overnight (primarily in-state) travel.

Additional Comments Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
