Minimum Qualifications Candidates who meet the minimum qualifications may be qualified for a provisional appointment.

Note: If you are appointed provisionally, you must take the next scheduled Civil service examination and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Provisional Pending Examination Qualifications:

There are two examinations for this position. Please note: New York State employees may qualify for both.

For employees of New York State, on or before the date of the examination, the candidate must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as a Junior Architect, Principal Drafting Technician (all parenthetics), Junior Architectural Estimator, Construction Estimator 1 (Architectural), Assistant Architectural Estimator, or Construction Estimator 2 (Architectural).

For all other qualified individuals, on or before the date of the examination, the candidate must have either:

Either 1. six years of architectural experience in design or drafting on buildings requiring multi-discipline trade involvement such as heating, plumbing, and electric. This experience must have been under the direction of a registered architect or professional engineer. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;
Or 2. an associate’s degree in architecture, architectural technology, construction technology, civil engineering technology, or drafting technology with an emphasis on architecture AND four years of architectural design or drafting experience under the direction of a registered architect or professional engineer. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;
Or 3. a four-year bachelor’s degree in architectural/structural engineering studies AND two years of architectural design or drafting experience under the direction of a registered architect or professional engineer. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;
Or 4. a five-year bachelor’s degree in architectural studies or a master’s degree in architectural studies AND one year of architectural design or drafting experience under the direction of a registered architect. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;
Or 5. an Architect’s license, with current registration, from any state or territory of the United States.

Duties Description This position resides within the Review Section of the Real Estate Finance (REF) Bureau whose charge is the review of all offering plans, amendments, syndication and intrastate filings, no-action letters, and cooperative policy statements. Duties include:

• Perform ‘mission critical’ comprehensive reviews for site, building and their components/systems of moderate complexity;

• Verify disclosure by analyzing drawings, reports, other construction-related documents;

• Prepare and issue written deficiency letters enumerating any building and property related issues in the submitted Offering Plans;

• Interpret moderate non-compliance issues with applicable codes, laws, regulations and standards;

• Communicate verbally and in writing with submitting engineers, architects, and attorneys regarding compliance with REF’s regulations to ensure comprehensive disclosure in the Offering Plan;

• Advise REF attorneys and legal assistants on technical engineering issues of disclosure;

• Present educational training materials of related subjects to improve Architect and Engineers team’s core knowledge;

• Please note that this position does not entail architectural and engineering drawing/designing, nor out of office ‘field’ work.

• Other duties as assigned.

Additional Comments In addition to your starting salary, an additional $3,026 location pay is added to your base salary.
