Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: The preferred candidate will have experience with RFA/RFP development and issuance in the field of public health programs and research; excellent organizational, written and oral communication skills; the ability to function independently and manage multiple tasks and priorities; excellent interpersonal and supervisory skills; and experience with computer software such as the NYS Grants Gateway, Microsoft Word, Excel, PowerPoint and Access.

Duties Description Working in a team atmosphere with programs involving stem cell, breast cancer and spinal cord injury research, the incumbent will provide day-to-day leadership for program advisory boards and related procurement processes. The incumbent will oversee procurement-related activities including; interpretation and application of applicable laws, rules, regulations, policy and requirements related to RFA/RFP development, issuance, and application review; manage peer review coordination contract including attending onsite reviews; perform project management functions to facilitate the procurement cycle and timely contract execution; and review content for distribution of annual and biennial program reports.

Additional Comments Permanent, full-time appointment. Limited in-state and out of state travel, including overnights and travel to areas that may not be served by public transportation, is required.
