Minimum Qualifications Open to current NYS employees who are currently in a Senior Budgeting Analyst title or eligible for transfer under Section 70.1 of Civil Service Law. Also open to those reachable on the Professional Career Opportunities (PCO) eligible list.
PCO Candidate Advanced Placement Options:
• Trainee 2 Minimum Qualifications = Bachelor’s degree, plus one year of professional experience*; or a master’s degree, Juris Doctor, or higher degree in a related field
• Full Level (SG-18; not serving as a trainee) Placement = Bachelor’s degree, plus two years of professional experience**; or a master’s degree, Juris Doctor, or higher degree in a related field, plus one year of professional experience
*Professional experience must be doing the duties of the journey level title
Duties Description Under the direction of the Director of Financial Administration, the incumbent of this position will function as a part of the Fiscal Management team. This position is responsible for preparing budget estimates, justifications, and monitoring agency expenditures based on Division of Budget guidelines, the State Finance Law, and other agency programs and policies, and applicable Federal policies and rules.
Job duties include, but are not limited to:
• Review/Assess agency program budgets, evaluate expenditures, and prepare reports on expenditure forecasts
• Interact with Business Services Center and/or Statewide Financial System (SFS) and OSC as necessary to resolve funding issues.
• Assist with preparation of SFS journals for allocation of agency funds, as well as carry out assigned tasks using the budget and expenditure modules in SFS.
• Prepare queries and reports of program and contract funding from SFS.
• Budget Preparation: Assist in the preparation of the agency's annual supplemental and deficiency budget requests
• Budget Development: Assist in the gathering, review, and analysis of budget information to obtain pertinent budgetary evaluative material and develop appropriate recommendations for effective and efficient utilization of available resources.
• Budget Implementation & Monitoring: Assist in the preparation of department spending plans.
Additional Comments Salary Range: $56,604 - $71,980**
**Candidates appointed at the Trainee 1 or 2 level will need to successfully complete a traineeship before advancing to the Senior Budgeting Analyst, SG-18 level.
