Section 70.4 Transfer to Administrative Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) or the Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.

Duties Description The New York State Education Department’s Office of Cultural Education (OCE) is seeking candidates for an Administrative Specialist 1 position in the New York State Museum. Under the general supervision of the Chief Curator, History, the incumbent in this position will provide administrative support, manage office and support activities, and provide support to executives and program managers at the New York State Museum. Other duties of this position include, but are not limited to, the following:

• Collaborate with Department staff to assemble and adjust the annual NYS Museum budget as needed;
• Maintain financial records to monitor and control expenditures;
• Participate in fiscal planning, review meetings, and provide necessary follow up;
• Manage personnel activities including preparation of staffing plans, job postings, and administrative documentation;
• Ensure OCE purchase requests comply with State requirements;
• Manage telecommunications programs by arranging for installation, maintenance, and modification of telephone and telecommunications systems;
• Manage NYS Museum facility use policies and procedures;
• Coordinate team planning and implementation of NYS Museum special events; and
• Supervise staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The salary listed above applies to candidates appointed to Administrative Specialist 1, SG-18. The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $42,986 and for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $71,980 based on annual performance advances.
