52.6 Transfer:
To be eligible for a 52.6 transfer to a Payroll Analyst Trainee 1 a candidates must:
Have one year of permanent, competitive service in a qualifying title allocated to salary grade 11 or higher

To be eligible for a 52.6 transfer to a Payroll Analyst Trainee 2 a candidates must:
Have one year of permanent, competitive service in a qualifying title allocated to salary grade 12 or higher

To be eligible for a 52.6 transfer to a Payroll Analyst 1, SG-18 a candidates must:

70.1 Transfer:
To be eligible for a 70.1 transfer to a Payroll Analyst Trainee 1 a candidates must:

70.4 Transfer:
To be eligible for transfer under Section 70.4 to the Payroll Analyst Trainee 1 title, candidates must have one year of permanent competitive service in a position allocated to grade 11 or higher, possess a bachelor’s degree, and have standing on the Professional Career Opportunities (PCO) or the Public Administration Traineeship Transition (PATT) eligible lists.

Candidates may be eligible for a two year traineeship leading to a Payroll Analyst 1, SG-18, after successful completion of the traineeship.

55B/C eligible candidates with a Bachelor’s Degree.

Duties Description • Perform various Payroll tasks related to Tax Administration.
• Oversee and run the Production queries, resolving tax error messages, in PayServ during the calculation and confirmation process associated with each payroll cycle.
• Review, analyze and respond to Tax and Compliance mailbox inquiries.
• Prepare and review corrected W-2s, FICA and Income tax refund requests.
• Apply Nonresident Alien tax treaty information for PayServ to ensure accurate taxation.
• Manage special tax withholding requirements for the payment of Nonresident Alien scholarships, and Nonresident Alien independent contractor payments.
• Oversee the timely and efficient processing of various Federal & State tax notices, including lock-in letters, wage verification, and employee-specific W-2 issues.
• Perform various calculations associated with paychecks and Social Security and Medicare tax deficiencies.
• Responsible for the review and completion of the monthly Tax900 and other Control-D reports.
• Assist with W-2 year-end processing.
• Provide assistance and advice to supervisors, state agency payroll officers, as well as various government control agencies.
• Researching payroll tax laws and regulations, as well as the principals, theories, and techniques as needed for the accounting, reporting, and payment of all payroll taxes.
• Provide ad hoc payroll tax information for OSC’s response to inquiries and audits by agency payroll officers, the Internal Revenue Service, the Social Security Administration, NYS Department of Taxation and Finance, and other state and local entities.
• Prepare and review Payroll Bulletins under Tax Team responsibility.
• Develop postings and associated files that will ultimately be placed on the PayServ Bulletin Board.
• Prepare and review Operational Requirements Documents.
• Analyze and comment on Business Requirements Documents.
• Train and inform Tax Team about changes that will impact payroll auditing and associated management and operations of Tax. Train and assist with agency training. This includes providing guidance releases and delivering presentations at Payroll User Group meetings and OSC Conferences.
• Prepare and complete employee performance evaluations as required.
