Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The incumbent will be responsible for fulfilling duties within the Grants Unit of the Accounting Bureau by analyzing reports and maintaining the monthly reconciliation spreadsheets for billing and reporting. Duties include, but are not limited to:

• Prepare preliminary Federal Financial Report (FFR) for Federal Transit Administration (FTA) and Federal Railroad Administration (FRA);
• Review the Program of Projects (POP) Reports from the program area for amendments and projects budget revisions for FTA TrAMS Grants;
• Run and analyze monthly expenditure and contract payment reports from the Data Warehouse to identify new charges for potential billings;
• Run reports in the federal system to verify that modifications to the grant are reflected and aligned with the monthly reconciliation spreadsheets;
• Process drawdowns to FTA, FRA and Federal Aviation Administration (FAA) in the federal systems;
• Compare preliminary calculation of new charges with PIN’s budget, and coordinate with the program areas to resolve any costs overrun;
• Prepare and send monthly summary drawdown report to program areas;
• Process revenue transactions in the WIPPER System, prepare and submit Revenue Receipts (AC-909) to the Office of the State Comptroller (OSC) and Treasury to transfer revenue from the General Checking to DOT’s Funds;
• Run and review SFS Fund Ledger Report (Cash Basis) to verify receipts of funds due to reimbursement from FTA, FRA and FAA;
• Review memo from program areas, analyze charges on collection PINs, and prepare journal entry summary spreadsheet;
• Create and process journal entries in the Integrated Accounting System;
• Assist with maintaining “FRA Master Book” spreadsheet for FRA Grants;
• Participate in SFS Onboarding meetings, State Management Reviews of FTA Grants, and OSC grant-related training;
• Maintain and file drawdown back up documentation for federal audit; and
• Perform miscellaneous tasks as assigned.
Responsibilities also may include participating within the Incident Command System to support the department’s response to regional and statewide emergency situations.
