Minimum Qualifications Seven years of experience supporting requirements analysis, design, testing, and implementation activities on Public Sector PeopleSoft Base Benefits and Benefits Administration application; Seven years of programming experience with PeopleTools on a public sector PeopleSoft Base Benefits or Benefits Administration application. and seven years of experience using SQL against an Oracle relational database to support PeopleSoft related tasks. Four years of experience developing with PeopleTools on Public Sector PeopleSoft Base Benefits or Benefits Administration applications at release levels of 9.x or higher. (Creation of ‘run control’ panels or pages, PS/Query development, Crystal Reports development and SQR development will NOT be considered qualifying PeopleTools programming experience.)

Education may be substituted for experience as follows:

• Associate Degree in Computer Science or a related field and six (6) years of PeopleTools programming experience;
• Bachelor’s Degree in Computer Science or a related field and four (4) years of PeopleTools programming experience,
• Master’s Degree in Computer Science or a related field and three (3) years of PeopleTools programming experience,
• Ph.D. in Computer Science or a related field and two (2) years of PeopleTools programming experience.


Duties Description Under the direction of the NYBEAS Lead, the NYBEAS Developer will design, develop and implement processes and enhancements in support of the high priority projects involving various NYSHIP initiatives including the reconciliation of Empire Plan Enrollment for Commercial Lines of Business, the Employer Group Waiver Plan, and enhancements to effectively manage Medicare enrollments. Duties include, but are not limited to, the following:

• Lead and perform analysis, design, and development for enhancement projects for PSCOE NYBEAS applications (which includes PeopleSoft HRMS Base Benefits, and Monitor Health & Safety modules);
• Manage, supervise and mentor staff, as appropriate;
• Lead and perform complex development tasks;
• Develop and maintain functional and technical specifications;
• Provide functional and technical support to NYBEAS projects using various tools and technologies such as SQR, COBOL, PeopleSoft PeopleTools, Oracle/SQL and Unix shell scripts;
• Provide functional and technical direction for staff as appropriate;?
• Troubleshoot and resolve end user technical problems;?
• Design and/or develop SQL-based queries to extract data from Oracle databases using a variety of reporting tools such as Tools for Oracle Application Development (TOAD), PeopleSoft PS/QUERY, Structured Query Report (SQR) and Crystal Reports;
• Communicate complex functional and technical information both orally and in writing with supervisors, end-users, vendors and other ITS staff;
• Coordinate and set priorities within a multi-project environment;?
• Monitor short and long-range project progress;?
• Define and establish detailed project plans;?
• Lead reconciliation projects with various Empire Carriers;
• Act as lead on the EDI (Electronic Data Interface) process used to transmit enrollment information to the various insurance carriers;
• Participate in PeopleSoft system upgrade projects, as needed;
• Perform other duties as assigned.

Additional Comments Approval to fill this position is pending with Division of the Budget (DOB). Background check and fingerprinting are required. Project positions are filled for an 18 month term.
