Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.

Duties Description • Evaluates case documentation to determine whether information reported constitutes abuse and/or neglect.
• Evaluates applications for clearances to determine whether or not the applicant is a subject of an SCR report.
• Analyzes, evaluates and recommends expungements of or amendments to case records relating to allegations of abuse or neglect as directed by the Commissioner, a designee or the fair hearings process.
• Provides information for use in the fair hearings process, as required.
• Responds to requests for information received from subjects of reports, performing second level review of case material.
• Supervises a staff of CPS 1's, assigning work in accordance with changing priorities and evaluating staff in the performance of their duties.
• Handles telephone reports, expungement reviews or clearance applications o extreme difficulty or sensitivity. Provides guidance regarding the manner in which cases are handled or reports are accepted and forwarded to the local social services districts.
• Trains SCR staff in the methods and procedures to be used in receipt of child abuse reports, the relay of these reports to local agencies, and the follow-up of local agency action.
• Informs staff of all changes in agency policy and procedures affecting SCR operations. Directs the implementation of new requirements and procedures. Evaluates the effect of such changes on SCR operations.
• Meets with supervisor to discuss any problems the SCR staff faces in the performance of their duties. Suggests areas in need of improvement and works together to develop solutions.
• Performs administrative functions associated with SCR operations, i.e., development of new procedures, coordination of forms, maintenance of telephone systems, etc.

Additional Comments The New York State Register for Child Abuse and Maltreatment is a 24/7 operation. After hours’ supervision of Child Protective Services Specialists 1 may be required.

Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
