Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Under the direct supervision of an Associate Transportation Analyst in the Regional Planning Unit within NYMTC’s Planning Group, duties for the selected candidate will include, but are not limited to:
• Support the development and management of NYMTC’s Regional Transportation Plan (RTP) and its related components, as well as the Congestion Management Process (CMP), in accordance with Federal and State regulations and guidelines, including the following:
o Liaison with federal oversight agencies, NYMTC member agencies, other relevant agencies, and NYMTC staff units, in development and management of these products, as needed;
o Assist with the development of draft and final components of the RTP, CMP and Transportation Performance Management (TPM);
o Support public review of draft documentation, per federal requirements, NYMTC’s Public Involvement Plan and operating procedures;
o Assist with the development and management of the Coordinated Public Transit-Human Services Transportation Plan;
• Manage NYMTC’s Transportation Performance Management (TPM) process, including the following:
o Analysis of the National Performance Management Research Data Set (NPMRDS) to assist with the development of performance targets and TPM information and visualization as needed;
o Manage the development of performance targets for all performance measures required under the federal regulations. This includes liaison and participation in meetings with New York State DOT, North Jersey Transportation Planning Authority (NJTPA), relevant Connecticut MPOs, NYMTC members;
o Prepare the required System Performance Report, CMAQ Performance Plan, updated agreements, any other required reports, and all PFAC/Council resolutions for the adoption of performance targets;
o Liaison with FHWA and FTA on TPM requirements, and review and analysis of new requirements which may be published from time to time;
• Manage NYMTC’s Congestion Management Process (CMP), including the following:
o Assist with the preparation and update of the Congestion Management Status Report;
o Update the congestion performance measures and congestion maps based on updated NYBPM runs;
o Liaison with NYMTC members on implementation of the CMP;
• Manage NYMTC’s Transportation System Management and Operations (TSM&O) process including coordination and implementation of Transportation Demand Management (TDM), Intelligent Transportation Systems (ITS) and other facets of TSM&O, by and with NYMTC members, other agencies, and neighboring MPOs;
• Support the on-going operation of the Metropolitan Mobility Network;
• Serve in various capacities on subcommittees or working groups to facilitate the development of required products and deliverables;
• Serve on the Technical Advisory Committees for various major investment and corridor/subarea studies. Prepare draft correspondences, reports, documents, presentations, handouts, and brochures as required.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
