Minimum Qualifications For Contract Management Specialist 2: Candidates must currently be employed as a Contract Management Specialist 2, reachable on an eligible list for Contract Management Specialist 2, or eligible for transfer under 52.6 of the Civil Service Law. OPRHP titles which have been deemed eligible to transfer to Contract Management Specialist 2 include Associate Budgeting Analyst and Office Services Manager.

Duties Description The incumbent will coordinate and manage the grants program for the New York City area. The selected candidate applies technical expertise in developing and preparing bids and specifications, procurement advertisement, bidder solicitation, bid review and ultimate award of a variety of service procurements required by the agency, statewide. The incumbent works closely with control agencies (Attorney General and State Comptroller) in processing the resulting Grant related contracts, to ensure compliance with established policies, procedures and statutes.

Specifically, the selected candidate will be expected to:

• Meet with State and local officials, community organizations, and special interest groups to discuss funding and procedural issues regarding grants programs;
• Assist communities in coordinating local and regional placing efforts with Statewide planning initiatives;
• Review or supervise the review and processing of the project applications and identifies priority projects for consideration;
• Review the competitive bidding process, amendments to contracts, contract billing and payment vouchers to ensure compliance with requirements;
• Conduct audits of expenditures and maintains financial records;
• Review proposed changes to project scope and budget;
• Conduct on-site inspections of projects;
• Prepare contract program appendices;
• Review and evaluate procurement procedures; assesses payment requests and recommends release of funds;
• Serve as clearing house for information and technical assistance regarding grant programs;
• Develop and administer the region’s grant in aid budget;
