Minimum Qualifications Candidates must possess a Professional Engineering License and current NYS registration AND the following:
• One year of permanent competitive service in an engineering position allocated to a SG-29/63 or higher; or
• Two years of permanent competitive service in an engineering position allocated to a SG-27/62.
To be considered for permanent appointment, candidates must be reachable on the current Civil Service list certified as appropriate to fill this title or be eligible for reassignment or transfer in accordance with Civil Service Law.
The preferred candidate should possess strong analytical and critical thinking skills; excellent written and oral communication skills; be mission-driven and a team player; have a sense of urgency and creativity; and have the ability to achieve results in a complex organization with varied stakeholders.
Duties Description The New York State Canal Corporation, a subsidiary of the New York Power Authority, is responsible for overseeing and maintaining the 524-mile waterway for economic development, tourism industry, and environmental stewardship. The New York State Canal System, includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain.
Under the supervision of the Director of Waterways Maintenance, the Professional Engineer 4 (Civil/Transportation) is responsible for managing the overall maintenance and operations for the New York State Canal System, Western Region containing a number of Sections and Floating Plants. Duties include, but are not limited to:
• Supervising Transportation Maintenance Engineer 1s (Waterways) who oversee maintenance, operations, and floating plant staff;
• Serving as local liaison to Elected Officials, local municipalities, and representatives of other State and Federal agencies;
• Responsibility for Division oversight of the issuance and enforcement of Canal Use and Occupancy Permits and Canal Work Permits;
• Developing, implementing and monitoring repair and rehabilitation projects; reviewing completed work;
• Administering comprehensive programs involving the management of priorities, data gathering, monitoring of conditions, and implementing solutions when necessary;
• Providing recommendations regarding the sale and lease of Canal Corporation property;
• Preparing the Annual Division Budget request; monitoring expenditures throughout the year;
• Administering the purchasing and requisition program; approving and monitoring all purchases;
• Overseeing the hiring of Canal Corporation staff;
• Participating in Emergency planning and response;
• Responsibility for enforcement and consistency in the implementation of Canal policies, procedures, guidelines, and standards;
• Representing and assisting the Director of Waterways Maintenance, as needed;
• Performing other professional engineering tasks as necessary.
