Minimum Qualifications Candidates must have one year of permanent competitive service as a Human Resources (HR) Specialist 2 or Associate Director Human Resources 1; OR candidates must have one year of permanent competitive service in a title eligible for transfer under the provisions of Section 52.6 of the Civil Service Law.

Duties Description The New York State Canal Corporation (Corporation), a subsidiary of the New York Power Authority (NYPA), is responsible for overseeing and maintaining the historic 524-mile waterway which plays an important role in New York’s economic development, tourism industry and environmental stewardship. The New York State Canal System includes the Erie, Champlain, Oswego and Cayuga-Seneca Canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain.
Under the general direction of the NYPA’s Office of Human Resources and the Corporation’s Executive Management, the successful candidate will provide an expertise in all areas of Human Resource Management, as well as the Labor Relations Program. NYPA’s and the Corporation’s partnership is based on shared services to ensure there is compliance with all applicable laws, rules, regulations, and negotiated agreements for the Corporation.

Typical duties include but are not limited to:

• Works directly with Canal Corporation and New York Power Authority (NYPA) executive management, providing HR expertise to align long and short-term HR strategies to meet organizational goals as identified by Corporation leadership.

• Ensures that all HR activities comply with federal and State laws, rules, and regulations. Manages the administration of Employee Benefit Programs including those performed by NYPA as the shared service provider.

• Directs the Corporation’s Labor Relations Program, including but not limited to, notice to employees of all workplace policies and procedures on how to report incidents, various contract compliance, and contract negotiations, etc.

• Oversees and directs the classification and allocation of positions and directs the recruitment, selection and retention of employees; reviews existing title structure and develops recommendations for consideration by Civil Service.

• Establishes priorities for the Canal Corporation’s examination planning and assigns subject matter experts and HR staff to meet with the Department of Civil Service to ensure Corporation needs are addressed.

• Plans, directs and coordinates a comprehensive salary administration program; directs the development, implementation, and review of procedures for the computation and audit of employee salaries; provides for the analysis of salary demands during contract negotiations; reviews and evaluates requests for the reallocation or upgrade of positions and makes recommendations to the compensation committee; approves any amendments to the Canal Corporation Salary Administration Manual.

• Ensures the payroll process follows all applicable laws, rules, regulations, and contract provisions; oversees the processing and maintenance of employee and payroll transactions which are performed as a shared service; approves any amendments to the Canal Corporation Attendance Rules and/or Policy.

• Directs the implementation of HR policies, programs and procedures with HR staff and with managers and supervisors to ensure operations are in alignment with HR and Corporation goals and needs.

• Works closely with NYPA’s Office of Civil Rights and Inclusion to develop and implement affirmative action and equal employment opportunity policies and programs.

Additional Comments Position will be filled at the Albany Headquarters of the NYS Canal Corporation.
