Minimum Qualifications Candidates must be reachable on the Decentralized list for Auditor 1 (Municipal), exam #20-777 or reachable on the Auditor (Municipal) Trainee 1 list, exam #20-724 or be a current NYS employee eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.

To be eligible for transfer under Section 70.1 to the Auditor 1 (Municipal), candidates must have one year of permanent competitive service in a title allocated to grade 16 or higher and have 24 credit hours in accounting and/or auditing.

To be eligible for transfer under Section 70.4 to the Auditor 1 (Municipal), a candidate must:

1. Have one year of permanent competitive service allocated to grade 16 or higher.

2. Meet the open competitive minimum qualifications of the position, and

3. Have standing on the open competitive decentralized exam list #20-777

To be eligible to transfer under Section 70.4 to Auditor 1 (Municipal), a candidate must:

1. Have one year of permanent, competitive service allocated to grade 12 or higher, 2. Meet the open competitive minimum qualifications of the position, and 3. Have standing on the open competitive decentralized exam list #20-724.

Duties Description Review Execution

· Work directly with local governments to examine and analyze a variety of financial reports and data submitted by local governments.

· Prioritize and perform reviews and analyses assignments of financial statements and municipal data as necessary to meet processing targets and deadlines, to effectively assist in implementing the Division’s annual plan.

· Provide technical assistance to local officials, staff and others related to preparation of annual financial reports, local government financial condition and fiscal stress.

· Effectively communicate with others to:

o Constructively present policies, priorities, issues and concerns.

o Represent and promote the Division through speeches, newsletter articles, team membership, consultation and other communication methods.

· Based on analytical review and comparison of financial statements and other municipal data, provide information and identify areas where local governments may improve services or reduce costs.

· Evaluate risks for potential areas of audit or review.


Provide Training and Technical Assistance

· Gain knowledge of accounting and auditing standards, Division policies and guidelines, accounting systems, opinions and laws and provide guidance and technical assistance to local officials when requested.

· Provide training to local officials and/or Division examiners at conferences, meetings and schools, as assigned, which present acceptable and applicable content that is prepared and presented in a professional manner.


Respond to Data Requests

· Respond to and manage requests for local government financial information from

both internal and external customers.

· Consult with data customers about their data requests and be able to identify the right product(s) to meet their needs. Also, be able to respond to customers questions concerning the concepts and meanings of the data provided.
