Minimum Qualifications Candidates must be reachable on the Project Manager 1, G-23, Civil Service eligible list OR have one year of permanent competitive service as a Project Manager 1, G-23. Also open to NYS employees at or above G-21 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Business Systems Analyst 2, G-23; Associate Administrative Analyst, G-23; and Information Technology Specialist 3, G-23.

Duties Description The incumbent of this position will be a part of the Enterprise Architecture/Program Management (EA/PM) Division’s Portfolio & Project Management Bureau in the Statewide Financial System (SFS). Portfolio & Project Management provides strategic and forward-looking plans for SFS in several key areas such as oversight of the system’s technical architecture, project and portfolio management activities, and managing the initiation and implementation of system changes.

SFS continually executes an extensive number of system changes and projects designed to meet the requirements of all state agency users and individual control agency-specific business processes. The projects and changes to these projects vary in size, duration and scope, and address a wide range of technical, financial, and business process concerns and activities.

General responsibilities include:

• Develop and review project management plans;
• Define and document scope statements and project requirements;
• Prepare project schedules and progress reports;
• Establish critical milestones and recommend schedule adjustments;
• Record and review quality metrics concerning projects and performance;
• Track project expenditures;
• Communicate project status;
• Interact with stakeholders;
• Ensure that project objectives are met; and
• Organize and maintain project management information.

The incumbent may work on one or all of the following functional areas as part of the Portfolio & Project Management Bureau. These specific areas are:

• Project Management: Provide overall planning for individual projects by defining project scope, developing resource plans, schedules, milestones and deliverables. The Project Management staff coordinates the creation and maintenance of documentation, manages risks and issues, monitors and reports on progress, and coordinates activities with the Change Request and Release staff.

• Portfolio Management: Provide timelines, resources, skills, and budgets necessary for the successful coordination of the key interrelated initiatives in the SFS project portfolio. Portfolio Management also provides a framework for issue resolution and risk mitigation, as well as centralizing visibility to help plan and schedule teams to identify the most suitable approach to deliver priority projects and programs. These efforts include creating and managing project-related decision frameworks, selecting specific projects based on those frameworks, planning the delivery of those projects, tracking at a high level, and reporting on those activities.

• Change Request Management: Manage the flow of all “Requests for Change” through the SFS Change Request Approval Process by logging, tracking and providing Management reports on change request activities and progress. The Change Request Management area facilitates internal reviews of all assessment and scope documents and records all decisions and approvals for change requests. This area also reviews all changes to determine trends and opportunities for improvement and provides support for SFS’ Change Control Board, a decision-making authority that prioritizes and approves changes based on information provided by both SFS and its customers.

• Release Management: Focus strongly on risk management, ensuring that all code changes are approved for migration to SFS Production. Release Management is responsible for all activities that ensure the final delivery of every release implementation. This will include the planning of release packages; coordinating activities between change, development, testing and other teams involved in release packages; ensuring final delivery of release implementation; providing management with reports on release progress, issues and workarounds; and coordinating release documentation and technical release notes for users. The release management process plans, schedules and controls the build, test and deployment of releases, and delivers new functionality required by the business while protecting the integrity of existing services.

• Business Event Management: Cohesively integrate organizational, business and project management skills in order to launch, lead and implement large-scale established financial business events. Business event management is responsible for all activities that ensure the delivery of the event. This includes but is not limited to:

- planning, creating and modifying an event project schedule; and coordinating across divisions for resources;
- interpreting functional and technical designs and concepts into deliverable actions and tasks; creating, reviewing, editing, and advising varieties of documents and materials for statewide communications, presentations, training and websites;
- managing stakeholders’ requirements and expectations within the parameters of the scheduled event;
- collaborating with state and governing agencies as well as internal staff on ways to deliver actions and/or tasks within the event; and
- providing updates and/or reports to executive management.
