Minimum Qualifications Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law OR be reachable for appointment on the Civil Service eligible list for Professional Engineer 3.
Duties Description The New York State Canal Corporation, a subsidiary of the New York Power Authority, is responsible for overseeing and maintaining the 524-mile waterway for economic development, tourism industry, and environmental stewardship. The New York State Canal System, includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain.
Under the direction of the Deputy Director, Canal Operations and in conjunction with NYPA, the Director of Asset Management will be responsible for the development and administration a comprehensive statewide asset management program. The incumbent’s duties include:
• Supervising professional and technical staff of the Bureau of Asset Management;
• Overseeing and establishing policy for Canal’s Asset Management, Fleet, and Structural Inspection program areas;
• Managing technical, contractual, budgeting and financial requirements of multiple canal departments that support asset management and supervise multiple levels of staff;
• Developing and implementing Canal’s Strategic Asset Management Plan;
• Monitoring the progress toward organizational goals;
• Supervising the translation of the organization’s Strategic Asset Management Plan into asset-related decisions, plans and activities, using a risk-based approach to realize maximum value, and achieve a desired balance of cost, risk and performance;
• Acting as the Canal Corporation’s technical expert in Asset Management;
• Participating in or leading various committees to promote continuous improvement and adoption of asset management principles across the organization;
• Collaborating with NYPA and other program areas to support the creation and rollout of new asset management practices or procedures;
Additional Comments This position will be filled in Albany, Syracuse or Buffalo. The Canal Corporations Headquarters is located in Albany with administrative offices located in Syracuse and Buffalo.
