Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent status as a Hospital Nursing Services Consultant (G22) OR
Open-Competitive: License and current NYS registration as a Professional Nurse AND five years of post- licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator. Preferred Qualifications: Must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with all internal and external stakeholders. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret regulations governing Home and Community Based Services, including certified home health care agencies, hospices, and licensed home care services agencies.
Duties Description The Community Nursing Services Consultant in the Home & Community Care Based Services Program functions independently and as a member of a team that includes nurses and sanitarians. The program evaluates the care and services provided to individuals in their home, assisted living facility, adult home, and hospice inpatient residents based on Federal and State Regulations as well as established policies and procedures. The CNSC provides clinical leadership and direction in performance of the following duties: Surveillance activities of certified home health care agencies, hospices, licensed home care service agencies, and home health aide training programs. Participates in survey decision making including discussion with the team and providers; develops a clear concise statement of deficiencies based on principles of documentation; provides appropriate interpretation and application of the federal and state regulations when requested by the program manager.
Additional Comments Permanent, Full-Time. Maintaining licensure and registration is a condition of continued employment. In addition to passing the NYS examination for this title, candidates are also required to be certified through an appropriate federal testing process.
