Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the Promotion examination are: must be qualified employee of NYSDOT and have had one year of permanent competitive or 55-b/55-c service as a Maintenance Supervisor 3 (Motor Equipment), Motor Equipment Maintenance Supervisor 3, Motor Equipment Specialist, or Coordinator Equipment Operator Instructor.

The minimum requirements for taking the Open Competitive examination are: eight years of experience overseeing a motor equipment fleet of 50 or more vehicles consisting mainly of heavy-duty trucks.

• Five years of this experience must have been spent directly supervising skilled workers and must have included: maintenance and control of the entire fleet; fleet inventory and vehicle scheduling; fleet replacement program, including vehicle performance, evaluation, cost control, vehicle specification, and vehicle and/or parts procurement.

To be qualifying, experience must have included responsibility and authority to purchase new or replacement vehicles. Experience must have been in ALL facets of fleet management listed above. At least one of the five years must have included the use of database or spreadsheet computer software; AND

• Three years of this experience must have been managerial. For the purpose of this examination, managerial experience is defined as providing administrative, coordination, and technical control of the fleet while directing first line supervisors who are carrying out the duties described above.

Experience limited to dispatching of vehicles or oversight of vehicle pool is NOT qualifying.

Substitution: College course work in a program leading to a degree in automotive technology, diesel technology, business administration, or engineering may be substituted for up to two years of the non-managerial experience described above at the rate of 30 semester credit hours equaling one year of experience.

Duties Description As a Motor Equipment Manager 1, duties would include, but not be limited to:
• Oversees statewide equipment parts contract and works to troubleshoot any issues associated with it.
• Responsible for tracking equipment issues and communicating status uniformly to the regions. This includes gathering data from the regions to understand when the problems with the equipment need manufacturer intervention and works with the vendors for recommendations and resolutions going forward.
• Responsible for managing staff, preparing evaluations and ensuring Department procedures are followed.
• Presenting information at regional meetings. Represent the Department at statewide meetings and present equipment issues to various audiences and on various topics.
• Responsible for the logistics cell at statewide emergency events. This includes managing the movement of equipment necessary and may involve setting schedules for 24/7 operations.
• Provide support for the Fleet Management systems such as Fleet Anywhere.
• Help the Division with special assignments as requested. Current major special projects include the implementation of a statewide fleet management system across multiple agencies and the replacement of the Governor’s Initiative for Disaster Preparedness Asset Tracking system with our Fleet Anywhere.
