Minimum Qualifications Current Division of Homeland Security & Emergency Services employee with permanent, contingent-permanent or 55b/c service as an Office Assistant 1 (Keyboarding) and interested in reassignment; OR current New York State employee with one year of permanent, contingent-permanent, or 55b/c service as an Office Assistant 1 (Keyboarding); OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to Grade 6 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

GENERAL PUBLIC CANDIDATES:
Applicants who are 55 b/c eligible AND demonstrate adequate keyboarding skills by prior state service in a keyboarding title OR successful completion of a Keyboard Specialist performance test may apply to this posting.

Duties Description Typical duties will include, but not be limited to:
• Format documents and other related materials;
• Type reports and other related materials;
• Create spreadsheets
• Develop and maintain the office filing system;
• Manage record maintenance activities;
• Process applications for the New York State National Certifications as found in the Minimum Standards for Firefighting Personnel in the State of New York;
• Review registration applications and accompanying course paperwork to determine if applicant meets criteria for attendance. If not in compliance, provide guidance to applicant or their representative on how to resolve or reject application.
• Process student registration: determine fee, create an account and invoice, determine lodging assignment for residential students and assign room keys.
• Create class roster and appropriate packages for facilitator, instructor and student based on program.
• Collect course completion records. Follow through directly with students, county representatives or staff as necessary to close course completion records.
• Generate student invoices and process purchase orders. Process refunds and collection of overdue accounts. Confirm accuracy by investigation course and attendance records.
• Collect and process payments received by cash, purchase order, check or credit card, generate daily banking deposit records and make deposit at bank.
• Generate reports and confirmation letters to State Fire Instructors based on fluctuating program needs ensuring paperwork is in compliance and instructor meets the hiring mandates.
• Capture, maintain and recall statistical data in manual or automated systems daily, monthly and annually. Adhere to reporting requirements. Restructure data capturing techniques or report design as necessary.
• Ensure course delivery calendars are current, provide updates to all staff and determine that classroom and lodging needs are met for each scheduled course delivery.
• Provide guidance to phone callers, students and staff regarding program agenda, costs, goals, class activities, required material, acceptance criteria and course expectations. Act as liaison and point of contact between program staff and public.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
