Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as an Administrative Assistant 1 (formerly Secretary 1), Grade 11, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to the Administrative Assistant 1 title; OR be eligible to transfer via Section 70.1 of the Civil Service Law into the trainee level (Administrative Assistant Trainee 1 or 2). In order to be eligible for a 70.1 transfer, candidates must have one year of permanent competitive or 55-b/55-c service in a qualifying Grade 6 to 13 title.
Candidates who are not transferring from a keyboarding title must possess adequate keyboarding skills (i.e., the ability to type 30 words per minute with at least 96% accuracy) as demonstrated by passing the Keyboarding Performance Test.
In addition, a new two-year traineeship (Administrative Assistant Trainee 1 & 2, NS=Grade 8 & 10) leading to Administrative Assistant 1, Grade 11, has been approved effective October 31, 2019. Trainees will be required to take four mandatory courses the first year of the traineeship and four elective courses in each the second year of the traineeship in four competency areas through the CSEA Partnership, or equivalent offerings through another entity as determined by the agency. All trainees are required to successfully complete all courses before advancing to Administrative Assistant 1, G-11.
Duties Description The Office of Mental Health (OMH) is recruiting to fill a Secretary 1 (Administrative Assistant 1/Trainee), Grade 11, position in the Office of Financial Management, Consolidated Business Office. The CBO is responsible for consolidated cash management, purchasing, vouchering, contract and payroll services for 24 OMH psychiatric facilities, Cook Chill Production Center and Central Office. The incumbent of this position will provide support services to the Administrative Support Unit and act as Secretary to the Director of CBO. Specific duties may include, but are not limited to, the following:
Prepare correspondence, reports and other documents utilizing software such as Microsoft Word and Excel.
File and maintain file system and current project assignment files. Typing and mailing projects will also be required.
Gather data relevant to complex or unusual inquiries in order to provide a basis for a reply or decision and/or draft the reply.
Monitor and track status of program activities.
Transmit instructions from supervisor to appropriate staff and follow up to see that instructions are followed and deadlines are met.
Review work to ensure compliance with instructions.
Open, review, sort and distribute the mail in accordance with staff assignments. Review incoming correspondence and establish follow-up deadlines.
Respond to incoming calls, respond to questions concerning policies or procedures, and refer calls to appropriate staff member for technical information.
Maintain inventory of office supplies and arrange for office equipment maintenance and service.
Assist managers with the development and documentation of Standard Operating Procedures for various units within the CBO.
Perform other clerical and secretarial duties as necessary.
