Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The incumbent of this position will serve as the Administrative Services Director in Region 5 and report to the Assistant Commissioner of Administrative Services. Duties include but are not limited to:

1. Oversight and supervision of the Regional Administration Group activities, including: Personnel, Employee Relations, Employee Benefits, Training, Purchasing and Facilities Management.
2. Performs Regional Labor Relations activities as assigned, ensuring all procedures are followed and that local agreements and settlements are effective and achieved in accordance with agency policy and/or contractual agreements.
3. Oversee and administer Regional disciplinary grievances for programs, providing regional supervisors and program managers assistance and direction in dealing with performance issues, counseling memos and resolving disputes. Conducts hearings and investigations into alleged inappropriate behavior/misconduct and handles interrogations in accordance with procedures.
4. Provides decisions for review by Main Office Employee Relations Bureau (ERB), complete and correct, referencing Bulletins, MAP procedures and Department Policies, as well as other sources as needed.
5. Works well with the respective Union Representatives, program managers, supervisors and employees, making every effort to achieve fair and meaningful outcomes. Coordinates and or co-chairs Regional Labor Management meetings and ensures all Labor-Management Committee meeting items are thoroughly researched, discussed and addressed.
6. Confers with program managers to resolve questions relating to appointments, including transfer or reinstatement of employees. Maintain accurate and organized files, including hiring packages and other relevant information in accordance with DOT policies and procedures. May supervise in the preparation of personnel transactions in accordance with Civil Service Law, State Finance Law and applicable rules, regulations and directives.
7. Accurately advise program managers, supervisors, and individual employees in a timely manner on applicable laws, rules, directives or negotiated agreements which affect the appointment, promotion, termination or salary of employees.
8. Reviews status of available eligible lists and current examination schedules. Confers with supervisors and agency program managers on possible actions resolving critical needs for recruitment and examinations.
9. Ensure that work completed by subordinates is timely, complete and accurate, and in accordance with priorities and applicable requirements of law, rule and policy.
10. Serves as a resource to regional managers in time and attendance and all other administrative functions.
11. May maintain up-to-date seniority listings for layoff and "bumping" purposes.
Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
