Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list, or;
Candidates must have permanently served at least one year in a title designated as appropriate for transfer in accordance with Section 52.6 or Section 70.1 of the Civil Service Law.

Duties Description Under the general direction of the Associate Internal Auditor, the incumbent will be responsible for analyzing financial trends. Such items include forecasting future levels of claims payments, expected cash outflows, and predicting cash inflows from collection activity primarily for terminated group self-insurance trusts. Analysis will be used to protect the self-insured community and the State from assuming unfunded obligations.
Duties include, but are not limited to:
• Compile data from the various inactive group trusts and group trusts that are deemed insolvent, analyze this data to see if there is sufficient cash flow to ensure uninterrupted benefit payments to claimants and other providers within the workers’ compensation system. This includes reviewing bank statements, financial statements, actuarial projections and cash flow reports submitted by the various group trusts.
• Act as the staff level liaison with the Board’s contracted TPA to discuss payment plans and billing issues for each of the inactive/insolvent group trusts. Review collection reports to ensure they meet the Board's requirements for run-off terminated trusts.
• Work with Board-contracted TPA's to collect monthly reports. Ensure that all cash-flow reports meet Board requirements and are received by the 25th of each month. Follow up the TPA if the report is not received on time. Update the Board’s monitoring reports and become familiar with the status of each trust, including any assessments planned or in process.
• Assist the Associate Internal Auditor with defaulted trust monthly reporting in accordance with established guidelines. Become familiar with each trust's status and any items management should be aware of.
• Assist in the annual review for all terminated trusts, including the Board’s desk audit procedure for reviewing these run-off trusts. Become aware of any information of importance to management through review of trust meeting minutes.
• Assist in the annual review for all active workers compensation self-insured groups and municipal groups.
• Accurately and thoroughly assist with special project requests from management.
• Support strategic and policy goals by acting as a cooperative team member and taking positive steps to meet these goals.
• Assisting supervisory and management personnel on communications with internal and external stakeholders, when necessary; and reviewing and processing external stakeholder communications related to self-insured group trusts.
