Minimum Qualifications Reachable for appointment on the current Civil Service eligible list used for filling this title; one year of permanent, competitive class service as a Program Research Specialist 2; or, one year of permanent, competitive class service in a title approved by the Department of Civil Service for transfer under Section 52.6 or 70.1 of the Civil Service Law. Examples of eligible titles include: Administrative Specialist 1, Business Systems Analyst 1, Contract Management Specialist 1, and Senior Administrative Analyst.
Duties Description This position will be in NYSIF's Executive Project Management Office (EPMO), which is responsible for carrying out projects identified by Executive and Management in the strategic plan and charged with management of NYSIF’s Lean Program. Reporting to a Project Manager, the Program Research Specialist 2 will assist with data projects and identifying and maintaining key performance indicators on the Data and Performance Metrics Team within the EPMO. Duties will include, but are not limited to:
• Plan data collection methods for specific projects
• Evaluate data sources to determine their usability
• Select the appropriate method for analyzing and evaluating data
• Analyze and interpret data to identify policy and procedure changes, cost effectiveness, potential problem areas, trends, program accomplishments and other key factors to study
• Identify and measure progress toward project objectives
• Identify relationships and trends in data
• Prepare tables, graphs and written reports summarizing research results
• Train as a lean “Empire Belt and will be responsible for leading lean projects.
