Minimum Qualifications Open to current NYS employees with one year of service in an Economic Development Program Specialist 2 position and to those reachable on the Economic Development Program Specialist 2 eligible list. No need to apply if on this list, we are canvassing all list candidates.

Duties Description Under the general direction of the Regional Director, the incumbent of this position will be responsible for managing the services of the Department of Economic Development/Empire State Development (DED/ESD) to six distinct counties. This includes originating economic development projects, both as the lead economic development agency in the region, and as full-time staff to the Mohawk Valley Regional Economic Development Council (REDC).

Duties include but are not limited to:

• Lead outreach efforts to expand project portfolio and assist with program development.

• Participate in the intake and scoring of CFA projects to ensure a consistent review and scoring process.

• Research and report on significant regional and statewide economic development issues and potential opportunities.

• Compile economic/business development information needed for program management and client service delivery purposes.

• Market and promote the business and economic development services of the Department.

• Administer aspects of specialized business/economic development and promotional programs and projects, such as grant programs, tax-based incentives, minority and women’s owned business enterprises, trade shows, site visit programs, etc.

• Provide technical assistance and problem solving to business/economic development organizations and businesses on a broad spectrum of economic development issues.

• Develop and present resource materials for use at promotional seminars and workshops.

• Represent the Department at trade shows and conferences.

• Prepare specialized information on incentives and other economic development tools specifically tailored to facilitate client business development (e.g. expansion, product or market diversification, etc.).

• Work closely with community leaders to form and promote local business, trade, and tourism in the Region.

• Assist with program development and serve on committees and special task forces as required.

Additional Comments SALARY RANGE: $73,284 - $92,693

Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
