Minimum Qualifications The New York State Department of Taxation and Finance (Tax) is an internationally recognized leader in tax administration. Our mission is to efficiently collect tax revenues in support of state services and programs while acting with integrity and fairness in the administration of the tax laws of New York State. The numerous information systems within Tax support the administration of more than 40 state and local taxes and fees. The Project Coordinator positions will be part of the Business Solutions Team supporting critical Tax initiatives and projects.
Minimum Qualifications:
Seven (7) years of professional experience in Information Technology systems review and development, including: gathering information systems and business requirements; systems analysis, design and testing; writing technical specification documents and coding.
Substitution: Bachelor’s or higher-level degree in Information Technology or a related field for four (4) years of experience; Associate’s degree in Information Technology or a related field for two (2) years of experience; or any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
Preferred Qualifications:
• Experience as a technical lead.
• Experience in Cobol or PowerBuilder programming
• Experience with the following databases - IDMS, DB2, Sybase
Duties Description
As members of the Business Solutions Team, the Project Coordinators will provide leadership for new projects and support for systems development and maintenance activities. Specific duties include, but are not limited to:
• Gather business requirements and perform analysis of requirements to determine appropriate system design.
• Convey business process and system requirements to IT staff, program staff and other stakeholders.
• Create and maintain detailed design documents and program specifications. This includes the functional specifications that define the business rules and the input, processing, and output details pertinent to the system's operations.
• Reverse engineer documentation by analyzing existing programs and job streams.
• Code, unit and integration testing of programming assignments. Development technologies include Cobol, PowerBuilder, IDMS, DB2, JCL and APS.
• Coordinate code migrations from development into user testing environments.
• Develop test scenarios and analyze/evaluate results. Provide technical support of user testing efforts.
• Perform code reviews for adherence to programming standards and maintainability of code.
• Mentor staff in development technologies.
• Analyze requested enhancements as well as legislative changes to determine system impacts.
• Perform production support tasks including analysis of issues, propose and implement solutions.
• Complete performance tuning of new and existing applications.
• Communicate clearly both verbally and in writing, with management and staff.
• Facilitate and participate in meetings with both business and IT staff.
• Supervise subordinate staff.
