Minimum Qualifications EDUCATION & REQUIREMENTS:
Education Level required: Advanced Degree, including Juris Doctor, Master’s in Business Administration, Master’s in Public Administration, Master’s in Telecommunications or related Fields of Study. Advanced degree education requirement may be offset by significant additional relevant work experience and/or demonstrated knowledge and skills as noted and added to below.
Experience required: 10+ years’ relevant work experience in the telecommunications industry, particularly in positions driving network expansions to new markets and/or improved service coverage, and working directly with government regulatory/permitting entities to advance projects; 3+ years’ supervisory/management experience
Knowledge and Skills required: Relevant knowledge of the telecommunications industry, and regulatory policies/processes impacting telecom infrastructure deployment. Successful respondent must also demonstrate excellent time management, people management, prioritization, and communications (oral and written) skills, as well as proficiency in Microsoft Office computer programs.

Duties Description BASIC FUNCTION: Responsible for driving agency efforts to expand broadband and cellular coverage, and New York State cellular coverage planning; identification of areas lacking reliable cellular service; and development of regulatory proposals to streamline cellular infrastructure deployments in uncovered areas of the State. The SVP will lead and manage department.

WORK PERFORMED:
• Lead agency efforts to expand broadband and cellular coverage across areas of the State lacking adequate service, including support of ongoing broadband deployment projects;
• Engage and coordinate with stakeholders relevant to expanding broadband and cellular coverage, including industry, government permitting and regulatory authorities, and community/non-governmental organizations;
• Develop wireless plans to address New York State regions with significant cellular coverage gaps, focusing on major roadways, including all Interstate, U.S., and State highways, and significant connectors serving major tourist areas;
• In consultation with relevant State and local regulatory and permitting entities, developing proposals to improve regulatory policies and processes to encourage private cellular infrastructure deployments in regions with significant coverage gaps. These should include:
o Promoting “batch-permitting” for approval of multiple cellular projects with a single application;
o Establishing application “shot clocks” and common forms for cellular deployments on State land and rights-of-way, and designating priority corridors; and
o Promulgating model municipal permitting ordinances, siting requirements, and master-lease agreements for cellular infrastructure deployments;
• Lead research and policy development to drive statewide cellular service coverage;
• Develop informational content, written deliverables, analyses, and presentations for internal and external audiences relating to the functional responsibilities described above;
• Perform data collection and analysis to scope existing cellular coverage across the State and identify areas lacking reliable service
• Manage department staff
• Perform other relevant duties as assigned by Executive Leadership
