Minimum Qualifications Open to NYS employees with one year of permanent or contingent permanent status as a Program Aide or in a title designated appropriate for Section 70.1 transfer of the Civil Service Law. Candidates reachable on the eligible list for this title will be considered through a canvass and do not need to apply.

Duties Description Working under the supervision of the Associate Director of Payroll and Benefits, the Program Aide position is needed to perform a variety of para-professional office functions to support the work of the Human Resources Management Bureau of the Office of the Attorney General (OAG) at our Albany, NY location.

Duties will include, but not be limited to:

Orientation/On-boarding

• Prepare new employee orientation binders for upstate staff. Send to regional offices as needed.
• Conduct new employee orientation every 2 weeks.
• Provide a variety of enrollment forms to employee on first day and assist with routine questions.
•Ensure HR mandates are satisfied during orientation and required documentation is collected.
•Coordinate with Administrative Services to obtain an ID badges for new hires who attend the Albany orientation.
•Serve as backup to NYC Program Aide during new employee orientation. Occasional travel to NYC may be required.
• Assist and direct new employees to proper staff on issues relating to assignment of space, telecommunications, computer hardware, and building access.
• Work collaboratively with stakeholders such as IT and Administrative Services to coordinate the new employee orientation.
• Review any changes in applicable laws, rules, regulations, policies, procedures, or negotiated agreements which affect terms of employment, and update all orientation related documentation accordingly.
• Communicate with Human Resources and agency staff with any issues needing follow up post-orientation.
•Assist with student onboarding, paperwork processing and orientation as needed.
•Order supplies for employee binders such as health insurance and retirement booklets, Choices books and rate sheets, etc. Order supplies for NYC office as well.

Health Insurance

•Enroll new employees in a health insurance program, which requires obtaining documentation and acceptable proofs, entering data into the NYBEAS system, and communicating with employee to answer all questions.
•Process changes throughout the year, including marriage, children, previous coverage terminations, etc.
•Process Opt Out enrollments, PTCP election changes, and requests for plan changes during the option transfer period.
•Process PEP enrollments during the annual enrollment period.
•Process National Medical Support Notices that are received from the Comptroller’s office, follow instructions and send letters to proper companies.

Benefits

• Respond to questions regarding health insurance, benefits, retirement, etc. from OAG employees statewide.
• Assist with M/C Life Insurance enrollments: explain the process of enrolling to the employee, review documents and ensure the forms are sent to the Department of Civil Service.
•Distribute Pre-Retirement Planning Seminar announcements, enroll eligible employees and provide further details to employees once enrolled.
•Distribute Flex Spending Account information during the open enrollment period. Answer routine questions.
•Develop and update informational benefit guides

Offboarding

•Assist with benefit related offboarding inquires, provide information on health insurance run out period.
•When notified of a retirement, submit forms to proper agencies and send informational emails to the employee.
•Prepare separation letters to employees leaving the agency.
•Perform other duties as assigned.
