Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have one year of permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer OR be eligible to transfer via Section 70.1 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Specialist 2, Grade 23, to work within the Office of Quality Management, Office of Quality Improvement in the Clinical Risk Management Unit. The Office of Quality Improvement oversees the clinical risk management function, collects and aggregates incident data, compiling statewide reports and recommends corrective action.

Duties include, but are not limited to, the following:

• Liaise with Clinical Risk Managers to conduct on-site investigations into serious incidents. Write reports, participate in briefings, & review responses in relation to on-site investigations. Review provider response to report recommendations and follow up with provider agencies to ensure that appropriate actions have been taken.
• Provide expert technical assistance to providers in developing corrective action plans that address issues raised during the course of an investigation.
• Provide technical assistance with OMH operated or licensed providers on incident management processes and practices.
• Utilize data collection and analysis to identify systemic issues and trends in OMH licensed and operated programs.
• Review of approximately 1500 corrective action plans annually to ensure that quality of care standards are met and corrective actions are being implemented. Develop reports and maintain statistics on allegations of abuse and neglect that occur in OMH licensed and operated programs.
• Notify and provide technical assistance to providers for all outstanding allegations of abuse or neglect and significant incidents. Seek timely submission of requested information.
• Act as a liaison with the NYS Justice Center to collaboratively provide oversight of corrective action plans for OMH licensed and operated programs.
