Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Assistant Director, Information Technology Services 1 OR in a position at M-3 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than one M-grade.



Duties Description On behalf of the New York State (NYS) Office of Information Technology Services (ITS), the NYS Office of General Services (OGS) is recruiting for an Assistant Director Information Technology Services.

The NYS Office of Information Technology Services (ITS) is the State’s centralized Information Technology organization responsible for the design, support and management of technology solutions that drive the State’s most important policy initiatives and support the business, operations and critical missions of 50+ state agencies. Under the direction of the Executive Director of the Transportation Portfolio within the NYS Office of IT Services, this position serves as Director of the Business Solutions Bureau and as portfolio Deputy Executive Director. The incumbent will be responsible for directing and managing people, projects, budgets, and strategy to ensure reliable and secure business applications and services, and successful delivery of projects and initiatives in support of the Department of Transportation (DOT). The Assistant Director of IT Services assists the Portfolio Executive Director with IT strategic planning, work effort prioritization, resource allocation, and forecasting in support of the day-to-day operations of the portfolio. The incumbent collaborates with business, IT, and external vendor teams to establish line of sight from enterprise strategy, to technology capability implementation, to business continuity planning. The position requires strong technical, leadership, and communication skills to negotiate change and clearly articulate complex technical and business concepts to clients and team members, executives at ITS and DOT, and Executive Chamber.

Duties include, but are not limited to:
• Direct and manage business solutions staff in support of critical projects and modernization efforts throughout DOT, from engineering and operation, to asset and incident management, policy and planning, and administrative services.
• Manage the remediation of application issues, incidents, system changes, and projects through effective collaboration with DOT and ITS management, Enterprise Architecture, Project Management, Customer Relationship Management, Quality Assurance/Quality Control, Release Management, and GIS teams.
• Communicate appropriate updates and reports to critical stakeholders including DOT executive staff, the Governor's Office, and ITS executives.
• Direct and manage staff in support of business intelligence tools, data warehouse, data analytics, and reporting, using historic data sources, as well as up to the minute feeds (weather, accidents etc.) from state and private sources.
• Manage the complete development lifecycle of DOT’s software systems, including gathering requirements, development, testing, implementation, user follow up, and support.
• Collaborate with ITS and DOT procurement selections to determine if they meet technology and NYS standards and budgetary constraints, by participating in Request for Proposal (RFP), Request for Quality (RFQ), and Request for Information (RFI) review and evaluations.
• Facilitate discussions to understand client business needs and constraints that are focused on the front end of the solution life cycle: listen to clients, understand business requirements, and methodically form detailed information technology solutions.
• Direct and coordinate asset management practices and processes for IT hardware and software asset management, collaborating with vendors to evaluate tools and solutions to establish a mature asset management solution.
• Manage incidents and direct teams to resolve issues and conduct root cause analysis in the event of incidents using the ITIL frameworks, direct and implement incident management processes based on industry best practices.
• Participate in ITS Executive Senior Staff meetings, Portfolio Executive Boards, and Agency Executive Governance meetings.
• Full range of supervisory duties.
