Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG25, OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Duties Description The NYS Office of Information Technology Services (ITS) is the State’s centralized Information Technology organization responsible for the design, support and management of technology solutions that drive the State’s most important policy initiatives and support the business, operations and critical missions of 50+ state agencies. NYS ITS is a single, enterprise-grade IT organization designed to optimize IT investments across all of state government, advance IT service delivery best practices and enhance government services to its’ citizens.

Under the direction of a Project Manager 3, the Project Manager 2 will be assigned to the Project Management Office (PMO) within the Chief Portfolio office (CPO) and will be responsible for performing all aspects of project management in support of the DMV modernization efforts overseeing projects of medium complexity as assigned. Specific duties include, but are not limited to, the following:
• Manage, Lead and Oversee all assigned projects utilizing formal PM methodology & standards and is Ethical and Transparent in Delivering Projects;
• Develop and maintain all project artifacts;
• Develop, manage and communicate Status Reports;
• Organize, lead/facilitate project meetings and document/distribute meeting outcomes;
• Use ITS System of Record, ServiceNow (ITSM), Project 2.0 and project SharePoint site for project artifacts and project data up-keep;
• Conduct project closeout and document lessons learned sessions;
• Confer with team, sponsor, and stakeholders regarding projects;
Manages conflict among team members or stakeholder to provide the best possible outcome to meet project objectives.
• Monitor evolving opinions and requests and assess when to manage changes to the project;
• Provide vision and focus on project deliverables and manage/lead the team to produce those deliverables;
• Coaches, mentors and trains: Provides guidance to less experienced team members. Acts as a role model for use of project management tools and techniques during project work with the team and can train and use PM tools throughout the project life cycle.
• Ensure adherence to Chief Portfolio Office (CPO) Mission and Goals for self and staff
• Act as a back-up to PMO Lead and participate in PMO Leads meetings as needed; effectively communicate updates and outcomes to staff;
• Attend and participate in CPO Organizational meetings; effectively communicate updates and outcomes to staff;
• Ensure that staff are properly trained and provided development opportunities;
• Provide support to Portfolio and PMSS management with portfolio and governance request as needed;
• Provide helps on ITSM to others as needed;
• Mentor staff in order to develop skills and organizational knowledge;
• Establish work plans, coordinate staff assignments and manage staff workload;
• Perform a full range of supervisory duties.
