Minimum Qualifications This position is open to candidates who are reachable on the Manager of Information Technology Services 2, G-29, Civil Service eligible list OR have one year of permanent competitive service as a Manager of Information Technology Services 2, G-29. Candidates reachable on the eligible list will be considered through canvass and need not apply. The position is also open to NYS employees at or above G-27 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Examples of qualifying Section 52.6 titles include Manager Information Technology Services 1 (and all parenthetics), G-27.

Required Skills and Abilities:

Additional Minimum Qualifications:

• Experience using business analysis techniques such as the International Institute of Business Analysts in the publication Business Analysis Body of Knowledge (BABOK)
• Experience managing application functionality for a large, complex organization.
• Eight or more years of business analysis experience eliciting, documenting, and validating requirements, designing application functionality, and/or developing test scenarios and scripts.
• Experience with several complex government finance processes such as the budget process, public accounting, procurement, and/or grants management.
• Experience with State agency financial management software, contract management applications, and/or ERP solutions.
• Bachelor’s degree in Information Technology or a related field. Two years of applicable experience can be substituted for this requirement.

Duties Description The Solution Services Division within the NY Statewide Financial System (SFS) is responsible for the design, development, and implementation of the application components that comprise the SFS transactional and analytical systems. SFS is built on Oracle’s PeopleSoft Financials application and has been customized to meet the needs of New York State.

Under the supervision of the Assistant Director of Solution Services, the Business Team lead (incumbent) will play a key role in the SFS Program providing direction, leadership, and coordination for all activities related to managing the functionality of the Statewide Financial System. The incumbent will manage a team of professionals who serve as the conduit between the user community and the technical teams at SFS. This position requires demonstrated management ability, strong understanding of business process and extensive system implementation experience in a large scale enterprise environment. Strong communication and presentation skills are important, as well as a background working with accounting, banking, and/or procurement systems.

Responsibilities:
• Serve in a leadership role and provide guidance, supervision, coaching, and mentoring to Project Managers, Business Analysts, and contracted staff as assigned.
• Plan and coordinate the activities of the functional team members on the Solution Services Team.
• Verify the proper processes are in place and adhered to that ensure quality of all deliverables produced by the Solution Services functional team members.
• Investigate, identify and evaluate new ideas, technology, practices, and systems which may be of value to the Program.
• Build skills and abilities of the functional team. Plan for the recruitment, training and development of subordinate staff and subject matter experts required to complete the mission of the unit.
• Manage the processes that elicit and validate business requirements using a variety of methods (i.e., interviews, document analysis, site visits, business process diagrams, and workgroups).
• Perform project management activities; determine project scope and staff resources required to complete projects; prepare project work plans and timelines. Monitor project milestones and report project progress to management. Works closely with staff, vendors, and contacts from other institutions to ensure timely and efficient completion of projects.
• Manage multiple, concurrent projects associated with system implementations and upgrades, software customizations, and general business process optimization efforts.
• Foster an environment that provides knowledge transfer and continuous education for all business analysts.
• Collaborate with consultants, system integrators, and technical teams through various stages of design, build, testing and deployment.
