Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2, SG-23; OR NYS employee with one year or more permanent or contingent-permanent status in a position allocated at or above a Grade 21 and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications:
Preferred candidates will have experience in public health insurance programs, including New York’s Medicaid and/or Child Health Plus, proficiency using various electronic data systems (e.g. eMedNY and NYSoH Back Office) and software programs, including the Microsoft Office Suite (Word, Excel and Access). Preferred candidates will be detail-oriented, have excellent written and oral communication skills, strong critical thinking and analytical skills and the ability to manage multiple priorities and work under pressure to meet mandated deadlines. Candidates must have strong interpersonal and supervisory skills and the ability to work well independently and in a team environment.
Duties Description The Medical Assistance Specialist 2 (MAS 2) will work within the Bureau of Third-Party Health Insurance, Medicare Savings Program and Recoveries (TPHI) in the NYC office. Duties will include, but not be limited to: effectively managing the Bureau’s satellite office; providing first and second level supervision to subordinate staff; ensuring that work is completed accurately and timely; overseeing Third Party related work completed by other agencies; leading and participating in meetings with internal and external stakeholders; assisting in the development of Bureau policy and recommending modifications as needed; problem solving highly complex cases; identifying risks in work processes and implementing quality controls and internal controls based on risks, in coordination with the Bureau’s Albany office. The incumbent will also answer final-level supervisor calls from Medicaid recipients with questions about premium reimbursement checks or recoveries that DOH is pursuing from them; run data queries to assist with data needs; create associated databases to further analyze data as directed by management, and report system defects to the appropriate groups so fixes can be implemented.
