Minimum Qualifications Transfer: Current DOH employee with permanent status as a Principal Sanitarian, G-23.

Promotion: Current NYS DOH employee with one year or more of permanent or contingent-permanent competitive service as a Senior Sanitarian, G-18.

Provisional Open-Competitive Candidates: Either A. a bachelor’s degree in the natural sciences AND 2 years experience in environmental health protection (*defined below); Or B. a bachelor’s degree, with 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND 3 years experience in environmental health protection (defined below). Substitution: A master’s degree in the natural or applied sciences may be substituted for up to 1 year of required experience. *Experience in Environmental Health Protection is defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the health of individuals and/or the public, such as in hospitals and long term care facilities.
Preferred Qualifications:
Excellent leadership and management abilities. Experience in supervision of staff in enforcement of health care facility compliance with NFPA (National Fire Protection Association) codes and standards, and federal conditions of participation for Title XVIII (Medicare) and Title XIX (Medicaid) programs. Working knowledge of Public Health Laws, environmental health standards, and local codes and regulations. Experience in evaluating waiver requests and Certificate of Need applications and progress of projects. Excellent skills in verbal communication, report writing, prioritizing of assignments, investigation, and critical thinking.

Duties Description Conduct, plan and supervise staff in performance of on-site and off-site health care facility surveillance activities for initial certification, recertification and complaint investigations to determine compliance with Life Safety Code and environmental health standards per federal, New York State, public health and local codes, rules and regulations. Make recommendations and apply enforcement. Provide technical assistance, policy and code interpretation to staff, facilities, and local government units. Complete reports and review and evaluate staff reports, detailing facility compliance and identified deficient practices, facility plans of correction and follow-up visits to determine ongoing compliance per Federal and State performance measures. Evaluate work performance and develop staff to upgrade performance. Review, or supervise review of, waiver requests, Certificate of Need applications and progress of projects. Review and monitor facility emergency preparedness and disaster response. Collaborate with health survey staff and other programs to coordinate surveillance activities. Report high priority and emergency situations to supervisors verbally and in written summary.

Additional Comments Permanent or Provisional, pending examination, Full Time. Candidates must pass Fire Inspector 1 and other exams as required by the Centers for Medicare and Medicaid Services to conduct surveys. Field work is required; candidates must be capable of meeting travel requirements. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as a Senior Sanitarian, G-18. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment. (plus additional $3,026 location pay)
