Minimum Qualifications To be considered, candidates must have:

A. Experience

Five (5) years of progressively responsible administrative, consultative or supervisory experience in a mental health program including one of the following:

1. One (1) year of satisfactory experience in a position comparable to a Clinical Chief of Service (COS) or Director of Mental Health Rehabilitation;

OR

2. Two (2) years of satisfactory experience in a position as administrative head of a multi- disciplinary treatment team;
OR

3. Two (2) years of satisfactory supervisory, professional, or administrative experience in the development, operation, and/or implementation of the mental health service delivery system for State facilities, counties, or local/private agencies in three (3) or more of the following areas: program development, management procedures, community organization, resource planning, funding, program proposals, advisory boards, consumer and community advocacy and intergovernmental relations.

AND

B. Education

A Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science from an accredited school; or a valid license to practice medicine in New York State or Canada. Current registration or licensure required where applicable.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Duties Description The Deputy Director, Psychiatric Center 2 – Operations (DDPC 2 – Operations) serves as an essential member of the Executive Cabinet at CNYPC. Under the general direction of the Executive Director and in close collaboration with the Clinical Director and other facility cabinet staff, the DDPC 2 – Operations is responsible for the non-medical clinical management of the facility’s corrections-based programs and services. The DDPC 2 – Operations participates in the development of the facility's short and long range goals; establishes policies and procedures to ensure efficient and effective service delivery; ensures service delivery complies with OMH guidelines and the standards of regulatory agencies; provides leadership in developing therapies and programs to support patient rehabilitation and recovery; supervises, coordinates and directs the activities of subordinate managers responsible for the provision of quality patient care; ensures the maintenance of a safe and therapeutic treatment environment; manages the corrections-based census and ensures that staff are appropriately and efficiently deployed; and establishes and maintains an effective working relationship with the Department of Corrections and Community Supervision (DOCCS) to ensure that program goals are met. The position is based at the Central New York Psychiatric Center inpatient forensic hospital located in Marcy, New York. Extensive travel will be required, as this position is responsible for statewide corrections-based programs.

Additional Comments Central New York Psychiatric Center (CNYPC) is seeking qualified candidates for the position of Deputy Director, Psychiatric Center 2 – Operations for corrections-based services. CNYPC is a state-operated, Joint Commission accredited facility that provides a full range of care and treatment to persons incarcerated in the New York State and county correctional system. Located in Marcy, New York, CNYPC consists of an inpatient forensic hospital and a state-of-the-art residential sex offender program. Additionally, CNYPC provides corrections-based programs at designated Department of Corrections and Community Supervision (DOCCS) facilities throughout New York State. Candidates will also be subject to a check against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs, and the Statewide Central Register of Child Abuse and Maltreatment (SCR) maintained by the Office of Children and Family Services (OCFS).
