Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent competitive service as an Information Technology Specialist 3, G-23 (ITS3) OR current New York State employee with one year of permanent or contingent-permanent competitive service as an Information Technology Specialist 3, G-23 OR current New York State employee with one year of permanent or contingent-permanent service in a title at or above G-21 and eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.


Preferred Qualifications:
Experience eliciting business requirements for automated systems; experience with business process improvement projects; experience with business and data modeling techniques; experience with data base design and development; strong facilitation and organizational skills; excellent verbal and written communication skills; the ability to work with others to analyze problems quickly and develop the best solutions; a passion for data analysis; the ability to be flexible, to adapt to change, and work well in a participative, team-oriented environment with diverse assignments; Bachelor’s degree in any field; experience with developing SQL queries; experience with data base development; knowledge of pharmacy claims and billing process’; experience using various data analytic tools (OBIEE, Tableau)

Duties Description Statistical data analysis: apply statistical methodology to complex data, analyze trends in data, use statistical methodologies in predictive analytics, present information in a variety of formats including but not limited to dashboards, convey complex information to people who have little knowledge of the data specifics. Elicit requirements from bureaus in potential areas for analysis: payment data, audit planning, fraud detection, legislative reporting mandates, etc. through interviews, group meetings, reviews of existing documentation of reports and processes; leverage modern technology suites, to support the agencies use of data analytics; identify Scope of data analysis using context diagrams, or other data models; document the current, or as-is, state of the business process or function, with special attention to the data which being derived; leverage modern technology suites and tools (Python, R, SQL, etc.) to support the agency data analytics initiative; research technology trends and make recommendations to management to influence the direction of new technology; support, from a technology standpoint the emerging analytic needs such as machine learning and artificial intelligence; work with other technical staff both internally and externally to facilitate the transfer of or access to external data sets; document business level, stakeholder level and solution level requirements; document business rules describing policies, guidelines, standards or regulations upon which the business operates; assist with the development of process, data, and object-oriented models to support the understanding of the business and stakeholder requirements; facilitate efforts to translate business requirements and issues into data analytics problem statements; develop test plans to ensure the system developed, enhanced, or changed meets requirements; continue professional development through attendance at professional seminars/webinars; review and/or develop additional documentation to support DOS’ technical and or business architecture; prepare written documentation, including procedure manuals, as needed; may perform business analysis intelligence activities such as data mining to extract data for forecasting service delivery metrics, and provide management with data to make policy decisions; create visualization products using tools such as MS Excel, Tableau and/or MS Power BI or other data analytics tools; through the use of intermediate statistical knowledge of descriptive statistics, statistical modeling, Benford’s Law, control charts, regression and correlation, be able to provide work products to assist business units in making sound process decisions;
