Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c status as a Program Aide; OR New York State employee with one year or more of permanent, contingent-permanent or 55b/c status in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description • Develop and maintain knowledge of all applicable State and Federal laws, rules and regulations relating to recovery programs and grant administration. Act as a resource and share knowledge and expertise with subordinate staff, internal/external agency stakeholders and applicants.
• Organize, maintain and update electronic information and documentation for contracts, disaster declarations, letters, program and financial information and reports.
• Compile data and draft program and financial disaster specific section letters and report on the status of programs, projects and funds, responses to FEMA, state agencies and applicants as directed.
• Draft project narratives, identify expenses and review for eligibility and accuracy for reimbursement and reconciliations of the same.
• Attend meetings with FEMA, state agencies, and applicants as needed.
• Assist with preliminary damage assessment team efforts and disaster declarations requests if needed.
• Provide logistical support to Recovery Unit activities in briefings and the preparation and organization of materials.
• Complete special projects as assigned, usually with minimal turn-around time.
• Facilitate, participate, and deliver trainings and workshops to inform applicants and staff of recovery program and administrative processes.
• Supervise subordinate staff as required.
• Deploy to support the State Emergency Operations Center or field offices during emergency or disaster activations and ongoing events.
• Other related tasks as assigned.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
